LIBRARY CARD SIGN-UP MONTH

Events Promote Importance of Literacy & Reading

to Community, Residents

RAPID CITY, SD--Mayor Steve Allender will participate in various events promoting literacy this week.

            At Tuesday's Rapid City Council meeting, Mayor Allender shared a mayoral proclamation declaring September as Library Card Sign-Up Month in Rapid City.  He is also participating in a library card sign-up event at the Rapid City Downtown Public Library Wednesday at 9 a.m.

              The proclamation (see below) emphasizes the importance of libraries in education and in the development of early reading skills for children; providing a full range of information and services for the educational and developmental needs of students of all ages; and developing diverse collections for children and people of all backgrounds and ages to connect and learn together.

            Also on Wednesday, Mayor Allender will participate in a proclamation signing ceremony, declaring September 8 as International Literacy Day in Rapid City.  The ceremony will take place in Council Chambers at 4 p.m..

            The proclamation recognizes the role of the Literacy Council of the Black Hills in assisting adults with improving their literacy skills and also emphasizing the importance of education and literacy in the community and for its residents, helping to eradicate poverty and strengthening the capabilities of individuals, families and communities (see below).

WHEREAS, Libraries play an important role in the education and development of early reading skills for children by offering pre-school story times and summer reading programs that encourage the development of the reading habit that will benefit their personal and professional lives for a lifetime; and

WHEREAS, Libraries bridge the digital divide by providing a full range of information and services thereby serving the educational and developmental needs of students of all ages, from early literacy, to homework assistance, to GED classes; and

WHEREAS, Libraries continue to transform and expand their services in ways that meet the needs of the communities they serve by creating inclusive spaces and developing diverse collections for children and people of all backgrounds to connect and learn together; and

WHEREAS, Libraries open a world of infinite possibilities through resources and services to give students the tools they need to succeed in school and beyond and to help all people pursue their passions; and

WHEREAS, A library card is the most important school supply of all as it provides the first step towards academic achievement and lifelong learning; and

WHEREAS, Library Card Sign-Up Month is observed annually each September to encourage education and life-long learning.

NOW, therefore, I, Steve Allender, Mayor of Rapid City, South Dakota, do hereby proclaim September 2019 as

In Rapid City, South Dakota and encourage everyone to sign up for their own library card today and continue, or begin, their pursuit of academic achievement and lifelong learning.

WHEREAS, The United Nations’ International Literacy Day is celebrated each year on September 8 to raise people’s awareness of concern for literacy issues in the world; and

WHEREAS, On September 8, 1965 a group of delegates from around the world came together to consider the literacy problem that plagued the world. It was on the first anniversary of this event, President Lyndon B. Johnson signed a proclamation declaring September 8th, 1966 as International Literacy Day to mark a turning point in the battle against illiteracy; and

WHEREAS, Literacy is not just about educating, it provides a unique and powerful tool to eradicate poverty and a strong means for creating sustainable societies; and

WHEREAS, Education and literacy are central to an effort to improve the lives of all people and to strengthen the capabilities of individuals, families and communities; and

WHEREAS, The Literacy Council of the Black Hills was formed thirty years ago, and continues today to assist adult community members with improving their literacy skills; and

WHEREAS, The Literacy Council of the Black Hills assists adult students by providing trained volunteer tutors and specialized materials; and

WHEREAS, The Literacy Council of the Black Hills has over 60 active volunteers and is currently serving over 50 adult students.

NOW, therefore, I, Steve Allender, Mayor of Rapid City, do hereby proclaim September 8, 2019 as

International Literacy Day

In Rapid City and encourage our citizens to support the goals of the Literacy Council of the Black Hills to make Rapid City a more literate community.
