Road Closure
East Philadelphia Street

Effective Wednesday, March 29, 2023, Dream Construction, Inc. will be cutting asphalt and bringing the water line across East Philadelphia Street for the new booster station.  The road will be closed 50 feet west of the intersection of East Philadelphia Street and East Anamosa Street.  Traffic will be routed to North Creek Drive and East Anamosa Street.  The anticipated date of completion for this project is Wednesday, April 5, 2023.

Traffic Restriction
East Anamosa Street

Effective Monday, March 27, 2023, Precision Grading, LLC will be making repairs to the road and the storm sewer system. Traffic will be restricted to one lane in each direction. The anticipated date of completion for this project is June 30, 2023.

Effective Monday, March 27, 2023, Dream Construction will be performing a water tie-in on East Anamosa Street. East Anamosa Street will be closed between North Creek Drive and East Philadelphia Street. The below map shows the construction area and the detour routes. The anticipated date of completion for this project is Tuesday evening, March 28, 2023.

5th Street

Effective Monday, March 20, 2023, Tru-Form Construction will be replacing a concrete panel on 5th Street from Parkview Drive to Minnesota Street. North and South bound traffic will be restricted to a single lane in each direction. See the below map for the affected area. The anticipated date of completion for this project is May 26, 2023.

Traffic Restriction
Saint Joseph Street

Effective Tuesday, March 14, 2023, Paradigm Construction will be working on Elements Apartments. Traffic will be restricted with the closure of the far left lane starting around 2nd Street to 1st Street. See traffic control map below for the affected areas. The anticipated date of completion for this project is March 31, 2023.

Saint Patrick Street

Effective Tuesday, March 14, 2023, Heavy Constructors, Inc. will be reconstructing Saint Patrick Street with replacing the concrete road, retaining walls, sidewalks, and curb/gutter replacements. Saint Patrick Street will be closed between Fifth Street and Eighth Street, the alley way between Sixth Street and Seventh Street north of Saint Patrick Street. The below map shows the construction area and the detour routes. The anticipated date of completion for this project is November 17, 2023.

Traffic Restriction
Anamosa Street from West Blvd N to Haines Ave

Effective Monday, March 20th 2023, Black Hills Energy will be rebuilding the overhead power line along Anamosa Street between West Blvd N and Haines Ave. The east bound right lane will be closed to through traffic from West Blvd N to Haines Ave. The rebuild will be completed in 2 sections. Each section will take approximately 3 weeks to complete. After completion of the 1st section, then work will be started on the next section. Residents will be able to detour around the closed lane. See the below maps for the affected areas. The anticipated date of completion for this project is May 5th, 2023.

Sidewalks, Curbs, and Gutters Closure
12 sites throughout Rapid City

Effective Tuesday, February 14, 2023, Tru-Form Construction, Inc. will be constructing the sidewalks, curbs and gutters for 12 sites. After removing debris, concrete will be poured on the first 9 sites. Sites 10-12 will be started after the first 9 sites work is completed. The work schedule will be dependent on weather and seasonal limitations. Pedestrian traffic will be impacted and vehicle traffic will have minimal impact in each site area. Each site is located in residential areas. The map below lists the sites and their general area. The anticipated date of completion for this project is April 14, 2023.

Road Closure 6th Street
Saint Joseph Street lane closure between 6th Street and 5th Street

Effective Monday, March 6, 2023, Lloyd Companies will be setting up fencing for the upcoming Block5 construction project. More information about the Block5 project will be made available at a later date, or at www.block5rapidcity.com. Parking will be limited in the area. 6th Street will be closed from Saint Joseph to the first alley. Saint Joseph Street will be restricted with the left lane closure from 6th Street to 5th Street. The below map is provided to show the affected areas.

Road Closure Signal Drive
Signal Drive from Kellogg Place to East Signal Drive

Effective February 13, 2023, Simon will be working on the water main, sanitary sewer main, and storm sewer lines. Signal Drive will be closed from Kellogg Place to East Signal Drive. East Signal Drive, Signal Drive, Marquette Drive, Highland Court, and Kellogg Place will have traffic restrictions.  Residents may encounter intermittent delays and may need to use alternate routes. The below picture shows the area that will be effected until March 17, 2023. This will be updated for the next phase of construction. Please see the map below, website link, and QR code for the detour routes and affected areas or the phases of construction. The anticipated date of completion for this project is November 10, 2023.

Tennis Court Construction
Parking Lot Closed

Beginning Monday, a segment of the Sioux Park Stadium parking lot will be fenced off for equipment as construction is set to begin on the much-anticipated tennis courts project.

The west portion of the Sioux Park Stadium parking lot adjacent to Canyon Lake Drive will be fenced off by contractors to stage equipment to be used for the $3 million Sioux Park tennis courts renovation project. The project is scheduled for completion November 1, 2023.

During the construction phase, the Sioux Park tennis courts and the west entrance to Sioux Park Stadium off Canyon Lake Drive will be closed.

Tennis courts are also available for public use at Wilson Park, the Parkview Complex and Quarry Park. City Recreation officials indicate scheduled practices, games and lessons for high school tennis and City Recreation tennis programs will take priority at Parkview. The Parkview courts will be used by City Recreation for summer tennis programs and will have limited public use during the spring and fall to accommodate high school tennis seasons.

The public can access Sioux Park, Sioux Park Stadium, Noordermeer Field and the Jimmy Hilton pool at Sioux Park by using the east parking lot entrance off Canyon Lake Drive and the two entrances on Sheridan Lake Road.

The Sioux Park Tennis Court project was one of 11 projects approved a year ago by the Rapid City Common Council to receive Vision Fund money, based on recommendations from the Citizens Vision Fund Committee. The Council approved $3 million for the tennis court project, which will reconstruct the 12 tennis courts at Sioux Park, install new LED sports lighting, seating and shade structures, new fencing and windscreens and upgrade vendor, spectator and team amenities as well as drainage improvements.

“We are looking forward to getting construction started on this much-anticipated and much-needed project,” said City Parks and Recreation Landscape Designer Melissa Petersen. “After considerable review and deliberation, this was one of the priority community projects recommended by the citizens committee and approved for funding by the Council. When it’s completed, it will greatly enhance the recreational options for the public.”

Complete Concrete, Inc. of Rapid City is the contractor on the project.

Sioux Park Tennis Courts 4

Structure Repair
City Parking Ramp On 6th Street

With preconstruction efforts completed, phase one work on the City’s downtown parking structure is set to begin.
Effective next Monday (January 30) and until further notice, contractors will be working on the south side of the first and second floors of the downtown parking structure adjacent to Main Street Square. During this period, the east stair tower accessed from Fifth Street will be closed for reconstruction. Pedestrian access to the upper levels of the parking structure will be available by using the west stair tower from the Sixth Street access.

In addition, public parking on the first floor of the structure will be accessed from the Fifth Street entrance. Access to leased and upper-level parking will be available from the Sixth Street entrance.
Officials advise the public should expect periodic detours within the parking structure during this phase and throughout much of the renovation process. Drivers are advised to reduce speed and use caution around the work areas.
The downtown parking structure renovation project will occur in multiple phases. The project is estimated for completion in late fall. The project includes needed repairs and renovations aimed at improving the structural integrity of the parking structure and improving the ramp’s stairwells

Effective Monday, February 6, 2023, Underground Construction will be working on the water main and water services. Then Underground Construction will patch the street. See the below map for the detour route and affected area. The anticipated date of completion for this project is June 30, 2023.

Road Closure
Elm Avenue and Fairlane Drive Intersection

Effective Friday, December 2, 2022, LEi will be installing a watermain, sanitary sewer, and store sewer box culvert at the intersection of Elm Avenue and Fairlane Drive. Elm Avenue will be closed from Fairlane Drive to East Utah Street. New surfacing will be completed on the streets that are closed. Please see the below map for the detour route and affected areas. The anticipated date of completion for this project is April 14, 2023.

Road Closure/ Traffic Restriction
Sunburst Drive

Effective Monday, October 17, 2022, traffic entering Sunburst Drive from Una Del Drive will be closed, which will include access to Treeline Court. Traffic entering Sunburst Drive from Wildwood Drive will be restricted until reaching Shadow Court. Residents will be notified by the Contractor with any additional restrictions. Simon will be installing new sewer mains and culverts to facilitate drainage. Work also includes realigning the roadways within the existing ROW, installation of a new asphalt pavement section, and water main replacement. See traffic control map below for affected areas. The anticipated date of completion for this project is November 23, 2023.

Traffic Restriction
Omaha Street, Cambell Street

The South Dakota Department of Transportation (SDDOT) says work at the intersection of Omaha Street and Cambell Street in Rapid City is scheduled to begin on Monday, Aug. 15, 2022. The work will consist of adding an additional right turn lane, removal of median islands, sidewalk and storm sewer improvements, and construction of a shared-use path.

Eastbound and westbound lane closures on Omaha Street and northbound lane closures on Cambell Street will be used throughout the duration of the project. Drivers are asked to be aware of workers and drive cautiously through the work zone.

The prime contractor on the $5.6 million project is Ti-Zack Concrete Inc., of Le Center, MN. The project is scheduled for interim completion by Saturday, Nov. 19, 2022, with an overall completion date for the interchange reconstruction on Friday, Aug. 4, 2023.

Omaha Street and Cambell ADA Upgrades 8 11 22 SD DOT

North LaCrosse Street

Officials with the South Dakota Department of Transportation have updated City officials on the LaCrosse Street Diverging Diamond Interchange Project. As of September 22, 2022 construction season continues, the following activities have been accomplished during the time frame of Wednesday, September 7, 2022, through Friday, June 30, 2023:
• The bridge end backfill was completed.
• The south bridge sleeper slab was placed.
• Electrical conduit for street and signal lighting continued to be installed.
• Partial curb and gutter north of the bridge has been installed.
• Additional utility work progressed north of the bridge.
Two-week look-ahead:
• Concrete paving of the south bridge approach will be completed.
• Asphalt placement of the eastbound off-ramp and areas north of the bridge will be completed.
• The north bridge sleeper slab will be placed.
• Electrical conduit for street and signal lighting will continue to be installed.
