Lane Restriction
East Saint Patrick Street and East Highway 44

Beginning at 9 a.m. Wednesday, July 22, 2020, a portion of the eastbound to westbound right turn lane on East Saint Patrick Street and the shoulder adjacent to the westbound lane on Saint Patrick Street at the intersection of Highway 44 will be closed.  FMG Engineering will be conducting testing for drainage. Traffic control and flagging will be provided.  Work will be completed by late afternoon.

Valley West Drive and Valley West Lane
Traffic Restriction

Effective Monday, July 13, 2020, construction crews will be working on the Valley West Drive Overlay Project.  This will affect Valley West Drive and Valley West Lane from the intersection of Burns Drive to the south.  Northbound and southbound traffic will be restricted in isolated patching areas and where sidewalk and curb and gutter is being replaced in various locations.  Residents in the area are being asked to turn off sprinklers and refrain from parking on the street from 6 a.m. to 6 p.m. Monday through Friday. The anticipated completion date is August 13, 2020.

Western Ave., Northbrook Dr., Evergreen Dr., Meadowbrook Dr., Meadowbrook Ct., Morningview Dr. and Scenic Dr.
Closed to Throught Traffic

Effective Monday, July 13, 2020, Western Avenue from Park Drive to Evergreen Drive, Northbrook Drive, Evergreen Drive, and Meadowbrook Drive from Nicklaus Drive to Western Avenue, Morningview Drive and Meadowbrook Court will be closed to through traffic for milling and street patching. The project location is labeled Meadowbrook Area on the map below. Road closure is expected to be in place until August 8, 2020.

Street Patching 2020

Eglin Street
Lane Restriction

Effective Wednesday, July 8, 2020, the west bound driving lane of Eglin Street will be shifted into the turn lane at 3536 Eglin Street.  This location is between Edwards Street and North Turbine Drive.  Scull Construction will be installing new driveway approaches.  The lane closure will be in place through Wednesday July 15, 2020.

5th Street & Monument Health's main parking lot entrance
Traffic Restriction

Effective immediately, there will be a traffic restriction at the intersection of 5th Street and the main entrance into Monument Health’s parking lot. The right lane on 5th Street will be closed restricting traffic to the left lane for the northbound traffic. Construction crews will be working on new pans/fillets for a new hospital approach. The work is expected to be completed by July 15, 2020.

5th Monument Health

Field View Drive, Davin Drive, Kahler Court, Henry Court
Closed to Through Traffic

Effective Monday, July 6, 2020, Field View Drive from Davin Drive to Elm Avenue, Davin Drive, Kahler Court, and Henry Court will be closed to through traffic for milling and street patching.  Road closure is expected to be in place until August 7, 2020.

Omaha Street and East Boulevard
Traffic Restriction

A major change to the traffic pattern at Omaha Street and East Boulevard will take effect beginning Thursday evening, July 2 through Monday, August 31.

    • Access on East Boulevard will be opened to a single lane in the north-south directions from St. Louis Street to Saint Joseph Street. The public is advised to use caution in the area with the change in traffic pattern.
    • West-bound traffic on East Main Street will remain restricted to one lane in the affected area.

Downtown Alley
Alley Closure

Effective Tuesday, June 23, 2020, the alley between Saint Joseph Street and Kansas City Street from 8th Street to 7th Street will be closed to through traffic. J Grubal Excavating will be completing utility work in the alley. The work should be completed by Friday, July 31.

East Saint Cloud Street
Closed to Through Traffic

Effective Wednesday, June 17, 2020, East Saint Cloud Street from Cherry Avenue to Sioux Avenue will be closed to through traffic for sewer main upgrades, ADA upgrades, replace curb and gutter and asphalt pavement. Road closure is expected to be in place until July 31, 2020.

E Saint Cloud

Flormann Street
Closed to Through Traffic

Effective Thursday, June 18, 2020, Flormann Street will be closed to through traffic from Ponderosa Place to Hyland Drive.  This closure is part of the Flormann Street Water Main Replacement Project.  Asphalt, curb and gutter work and construction of a new water main and fire hydrant are included in the plans. The duration of the road closure will be until July 29, 2020.

Smith Avenue, Merlot Drive, Allie Court, East Oakland Street, Sydney Drive
Traffic Restrictions

Beginning June 10, 2020, traffic will have restrictions on Smith Avenue from East Oakland Street to Hoefer Avenue, Merlot Drive from East Oakland Street to Smith Avenue, Allie Court, East Oakland Street from Park Hill Drive to Sydney Drive, Sydney Drive from East Oakland Street to Bridge View Drive for asphalt patching. The 2020 Street Patching Project is anticipated to be completed by August 7, 2020.

Sheridan Lake Road
Traffic Restriction

Beginning Wednesday, June 3, 2020, traffic control will be set up and construction will begin on Sheridan Lake Road for road panel repair.  The south bound and center turn lanes of Sheridan Lake Road from Arrowhead Golf Course to Fairway Hills Apartments being affected.   Traffic will be head to head in the north bound lanes and the traffic lane on both north and south bound lanes will be narrowed during construction activity.

Pedestrian foot traffic will be maintained on the east side of Sheridan Lake Road for phase 1 of this project.

East Boulevard between Omaha and East Saint Joseph Street
Lane Restriction

Beginning May 13, 2020, the southbound traffic will be shifted over to the turning lane on East Boulevard from Omaha to East Saint Joseph Street as part of the utility reconstruction project. Anticipated completion is July 31, 2020.

East Blvd Main St Joe

Anamosa Street
Traffic Restriction

Effective Monday, May 4, 2020, the eastbound lane of Anamosa Street will be shifted into the turn lane and back over. This work will take place between Wood Avenue and Willsie Avenue, Highmark Erectors will be working on the Black Hills Energy substation. This work is expected to be completed on August 7, 2020.

East Boulevard and East North Street
Traffic Restriction

Beginning Friday, April 10, 2020, East North Street from Maple Avenue to approximately Milwaukee Street will have restrictions in place in the eastbound lanes. This restriction is part of the East Boulevard/East North Street Project where water lines and storm sewer are being replaced and road and sidewalks are being reconstructed. Anticipated completion date for this project is July 17, 2020.

Saint Cloud Street
Traffic Restriction

Phase 2 of Saint Cloud Street construction work will begin March 24, 2020 from the intersection of Saint Cloud Street and 11th Street through the intersection of Saint Cloud Street and Summit Boulevard.  Saint Cloud Street will be open to restricted traffic throughout the duration of the construction.  Expect delays.  Anticipated end date is July 24, 2020.

Omaha Street and East Boulevard
Traffic Restriction

Beginning Tuesday, March 24 through Tuesday, June 30, 2020, west bound and east bound traffic will be restricted to single lane head to head traffic at the intersection of Omaha Street and East Boulevard. For affected location, see attached map. Access to businesses will remain. Traveling public can expect intermittent delays.

This restriction is in addition to the current closure on East Boulevard and is a continuation of the utility reconstruction project for the East North Street and East Boulevard project.

Omaha and East Blvd. Intersection

East North Street and East Boulevard
Road Closure/Lane Restrictions/Detours

The next stage of the multi-year, multi-phase East Boulevard/East North Street Reconstruction Project is scheduled to begin Monday, February 17. The project is a joint venture involving the South Dakota Department of Transportation and City of Rapid City and this next phase will impact traffic on East Boulevard and Omaha Street throughout the year as different steps of the project are completed.

The first phase includes the closure of East Boulevard just north of the Omaha Street intersection to St. Louis Street. Beginning Monday, February 17, eastbound traffic on Omaha Street will be detoured to Maple Street to St. Louis Street.  Westbound traffic on Omaha Street will be detoured to Fifth Street to New York Street. This portion of the next phase of the project is scheduled from February 17 to May 28. Initially, traffic travelling east and west bound on Omaha will not be impacted.

Beginning April 1, work will move into Omaha Street at East Boulevard. Traffic will be reduced to one lane in each direction.

Simon Contractors of South Dakota is the prime contractor for the project. Their crews are replacing the aging infrastructure including storm sewer, water, pavement and bridge surfacing.

Access to affected businesses will be maintained during the project and additional closure and detour signage will be placed in the affected areas beginning February 7.  The construction will not affect the bus stops for Rapid Transit Services, however buses will be adjusting their routes to accommodate the construction work.  Drivers are advised to use caution and allow additional time to navigate construction areas and travel detour routes.
