Alley Closure
Downtown Alley

Effective Monday, May 16, 2022, the alley between Columbus Street and South Street, from 11th Street to West Boulevard will be closed to through traffic. C. Eagle Construction will be repairing the sidewalk at the 11th Street alley entrance. The closure includes the sidewalk from Columbus Street to South Street. The anticipated date of completion for this project is May 26, 2022.

Road Closure
Oakland Street, 6th Street

Effective Monday, May 16, 2022, the following areas will be closed to through traffic:

    • Oakland Street, from 7th Street to 5th
    • 6th Street, from Oakland Street to Cleveland Street.

Rangel Construction will be connecting new lines to the water and sewer mains. The anticipated date of completion for this project is June 17, 2022.

Traffic Restriction
Saint Joseph Street

Effective immediately, traffic on Saint Joseph Street will be restricted to one eastbound lane, from 3rd Street to 1st Street.  Site Works Specialists will be connecting new water lines to the water main. The anticipated date of completion for this project is May 27, 2022.

Road Closure
Tower Road

Effective immediately, Tower Road will be closed to through traffic. Traffic entering Tower Road from Cathedral Drive will not be affected until reaching Tower Court. Traffic entering Tower Road from Skyline Drive will be closed to through traffic. Sandstone Lane residents will need to use Skyline Drive and Pevans Parkway for residential access. Western Construction will be extending the storm drains, removing and replacing part of the sidewalk, curb and gutter, and replacing asphalt. See project map below for direct impact zone. The anticipated date of completion for this project is May 31, 2022.

Road Closure
Edwards Street

Effective Wednesday, May 4, 2022, Edwards Street will be closed to through traffic, from Eglin Street to North Elk Vale Road.  Mainline Contracting will be performing sewer main reconstruction and road repair. Detour signing will be in place to reroute traffic along Eglin Street and North Elk Vale Road. Business access will be maintained. The anticipated date of completion for this project is May 18, 2022.

East Mall Drive

Effective Wednesday, May 4, 2022, East Mall Drive will be closed to through traffic, from Dakota Craft Drive to Taggart Road.  Mainline Contracting will be installing a sewer force main across East Mall Drive. Detour signing will be in place to reroute traffic along Dakota Craft Drive, Seger Drive and North Elk Vale Road. The anticipated date of completion for this project is May 27, 2022.

Traffic Restriction
Downtown Alley

Effective Monday, May 2, 2022, traffic will be restricted in the alley between Main Street and Saint Joseph Street, from 7th Street to Mount Rushmore Road. Black Hills Energy will be installing pipes and equipment to convert the overhead power lines to underground. A portion of the alley will be blocked and barricaded, however the contractor will work with delivery trucks, garbage removal, and business owners to allow access. See project map below. The anticipated date of completion for this project is June 2, 2022.

Monte Place

Effective Monday, May 2, 2022, traffic will be restricted on Monte Place, from Cruz Drive to the end of the cul de sac. Prime Excavation will be replacing the fire hydrant. Work will extend into the middle of the street. Residents will be able to access their driveways, however motorists will not be able to use the cul de sac to turn around. The anticipated date of completion for this project is May 20, 2022.

Elk Vale Road, Homestead Street

Effective Thursday, April 28, 2022, the southbound right driving lane of Elk Vale Road will be closed from East Anamosa Street through the intersection of Elk Vale Road and Homestead Street. Mainline Contracting will be installing a sewer manhole on the southwest side of the intersection. No right turn from Elk Vale Road onto Homestead Street will be allowed. The anticipated date of completion for this project is May 16, 2022.

Traffic Restriction
North LaCrosse Street

Officials with the South Dakota Department of Transportation have updated City officials on the LaCrosse Street Diverging Diamond Interchange Project. The westbound on-ramp to I-90 at LaCrosse Street (Exit 59) will be temporarily closed starting at 9 a.m. on Wednesday, May 26, 2021. The closure is expected to last through August 2021. The reason for the closure is to protect workers and the traveling public during construction/widening of the new entrance ramp. This temporary closure will also expedite the full ramp construction such that further closures may be minimized. A well-signed detour route will be provided, which will guide travelers north to Mall Drive, west on Mall Drive to Haines Avenue, and south on Haines Avenue to the westbound I-90 (Exit 58) entrance at Haines Avenue

Fairmont Court

Effective Monday, April 25, 2022, traffic will be restricted on Fairmont Court, from East Fairmont Boulevard to the end of the cul de sac. Prime Excavation will be replacing the fire hydrant. The anticipated date of completion for this project is May 13, 2022.

Omaha Street

Officials with the South Dakota Department of Transportation have updated City officials on the Omaha Street Reconstruction Project, as of May 12, 2022:

The bike path remains closed under the Rapid Creek Bridge for repairs and will reopen Saturday, May 14, 2022.  Bike path traffic is detoured in the same manner as previously on the project utilizing Mountain View Drive and West Main Street.

Clean up, landscaping, and miscellaneous work adjacent to the roadway continues from Deadwood Avenue to Cross Street. A traffic switch on Rapid Creek Bridge in Rapid City, S.D. was made on Wednesday, May 11, 2022, Vehicles will be placed in the outside lanes to accommodate median and turn lane surface installation.

Miscellaneous work continues on the Rapid Creek Bridge. Grading and surfacing replacement in the south leg of the Deadwood Avenue intersection continues.Asphalt is expected to be placed at the soccer field entrance this week and at other project entrances next week.

Motorists are asked to be aware of suddenly slowing and merging traffic, changing work zone locations, reduced speeds through the work zone, and construction workers and equipment adjacent to the driving lanes.

East Anamosa Street

Effective Friday, April 1, 2022, the eastbound right lane of East Anamosa Street will be closed to through traffic, from Lando Lane to East Philadelphia Steet. LEi will be installing a new water main. A four-way stop will be set up at the intersection of East Anamosa Street and North Creek Drive. Signage will be in place to guide motorists through the work zone. See project map below. The anticipated date of completion for this project is August 1, 2022.

5th Street, East Stumer Road

Effective Monday April 4, 2022, Tru-Form Construction will be performing street panel repair and road striping that will impact the following areas:

    • 5th Street, from Parkview Drive to East Catron Boulevard. Traffic will be restricted to one southbound and one northbound lane.
    • The intersection of 5th Street and East Stumer Road. Traffic turning movements will be restricted.
    • East Stumer Road. Business access will be maintained. Detour signing will be in place to reroute traffic along Shelby Avenue, Sandra Lane and Parkview Drive.

Traffic Restriction
Cambell Street

Officials with the South Dakota Department of Transportation (SDDOT) have notified City officials of work planned to make bridge deck improvements on the Cambell Street bridge, between Saint Patrick Street and the East Saint Joseph Street ramps, beginning Monday, April 4, 2022. The work will primarily take place on the bridge deck surface with supporting work occurring underneath the bridge. Traffic will be maintained in both directions with temporary traffic control devices guiding motorists through the work zone. A 12-foot width restriction will be in effect for the duration of the project. Drivers are asked to be aware of workers and drive cautiously through the work zone. The anticipated date of completion for this project is July 29, 2022.

Effective Monday, March 28, 2022, traffic will be restricted to one lane on Brennan Avenue at the East Omaha Street intersection. Heavy Constructors will be connecting a fire service line to the water main. Work will take place adjacent to the roadway. See map for affected areas. Effective Monday, March 28, 2022, West Saint Louis Street will be closed to through traffic, from 32nd Street to Saint Onge Street. Tru-Form Construction will be removing and replacing concrete and asphalt surfacing. The work will include portions of the curb, gutter and sidewalk. The anticipated date of completion for this project is June 10, 2022.

Effective Monday, March 21, 2022, Locust Street will be closed to through traffic, from East Fairmont Boulevard to Sycamore Street. Simon Contractors will be performing road rehabilitation. The anticipated date of completion for this project is May 23, 2022.

Effective immediately, Creek Drive will be closed to through traffic, from East Saint Patrick Street to Lombardy Drive. Western Construction will be performing asphalt removal, grading and asphalt paving. Signage will be in place on East Saint Patrick Street to restrict eastbound traffic to one lane from Ash Avenue to Creek Drive. See map for affected areas. Effective Monday, March 14, 2022, Simon Contractors will be working on the sewer main, water main, storm sewer drains and performing road rehabilitation work that will impact the following roads:

    • 12th Street, from Kansas City Street to Columbus Street
    • Quincy Street, from 11th Street to West Street
    • The alley running east to west between Quincy Street and Columbus Street
    • Columbus Street from 11th Street to West Street

Effective Monday, March 14, 2022, R.C.S. Construction will be installing underground utilities, constructing a concrete retaining wall and performing surfacing improvements that will impact the following roads:

    • Saint Cloud Street, from 5th Street to Highland Court
    • Saint Cloud Street to Saint Paul Street
    • The intersection of Saint Cloud Street, Saint Paul Street and 3rd Street

Detour signing will be in place to reroute traffic along 5th Street, Quincy Street, East Boulevard and Signal Drive. See attached detour map. The anticipated date of completion for this project is November 30, 2022.

Road Closure
East Main Street North, Brennan Avenue

Effective Monday, January 3, 2022, Heavy Constructors will be working on a bridge reconstruction project and closing the following roads:

    • East Main Street North, from Steele Avenue to Lacrosse Avenue
    • Brennan Avenue, from East Omaha Street to East Main Street North

Heavy Constructors will be working on the bridge over Rapid Creek to strengthen the existing structure and improve pedestrian and bike access and safety over the bridge. Vehicle, pedestrian, and bike path detour signing will be in place to reroute traffic along East Main Street North, Maple Avenue, East Omaha Street and Lacrosse Street. Business access will be maintained on Brennan Avenue for the duration of the project. The anticipated date of completion for this project is July 27, 2022.
