12/16/24 – 24RS009/CIHR24-0015 (1015 Saint Joseph Street) – Project consists of replacing the historic wood siding on the house located on this property, which is a contributing structure in the West Boulevard Historic District. This structure was built in 1912, and is a 2.5-story American Foursquare Form house on a stone foundation. It is currently sub-divided into apartments. The applicant stated that the historic wood siding must be replaced due its deteriorated state. The replacement siding will be James Hardie lap siding with a woodgrain texture, and will have a 7-inch reveal instead of matching the existing 5-inch reveal, due to the substantial cost difference between the two sizes. SHPO determined no adverse effect on 12/16/24.

Summary of 11.1 Reviews
11/07/24 – 24CM004/CIHR24-0013 (1321 Mount Rushmore Road) – Project consists of replacing the deck and the double set of doors at the front entrance at this commercial building. This is a non-contributing structure in the West Boulevard Historic District. It was originally built as a residence, and due to its conversion to a commercial building many years ago, it is no longer contributing to the historic district. The entire deck structure was rotted and will be replaced with the same size 16’ x 6.67’ deck, constructed mostly of treated pine. The set of vinyl double entry doors will be replaced by two separate doors: the first door will be stationary and is a salvaged steel door with multiple glass panes; the second door will be a modern fiberglass door. SHPO determined no adverse effect on 11/07/24.
11/19/24 – 24RS008/CIHR24-0014 (910 Saint Charles Street) – Project consists of replacing two historic windows on the east side of the residence and removing an exhaust fan over these windows. This residence is a contributing structure in the West Boulevard Historic District. These windows are leaking and have experienced rot and decay. They are six-over-six double-hung wood windows with wood storms. They will be replaced with Anderson E-Series Casement wood windows with simulated divided lights on the exterior only in a grill patter of 3 x 3, for a 9-part pattern. They are not located on the primary façade facing Saint Charles Street. SHPO determined no adverse effect on 11/19/24.
12/03/24 – 24RS010/CIHR24-0016 (921 South Street) – Project consists of adding one bathroom window to the residence. The vinyl window will be approximately 30 x 40 inches in size will be installed on the west side of the home, and is not highly visible from the frontage along South Street. The residence is a non-contributing structure in the West Boulevard Historic District. The home has already undergone substantial changes that have significantly compromised the historic integrity of the structure, including the installation of other vinyl windows. SHPO determined no adverse effect on 12/03/24.

10/02/24 – 24RS006/CIHR24-0010 (816 1/2 Saint James Street) - A project on a vacant lot includes building a new single-family, single-story home with attached garage in the West Boulevard Historic District. This is an interior lot with access from the alley. The new structure will be built on a 4-foot crawl space and will have hardwood lap siding and architectural asphalt shingles with engineered wood shakes for the gable eves. The windows will have wood interior with exterior vinyl cladding and will primarily be double hung without grills. The house and garage will face the alley and will be minimally visible from Saint James Street. SHPO determined no adverse effect on 10/02/24.
10/02/24 – 24RS008/CIHR24-0012 (1314 11th Street) – This project was already complete when the applicant submitted an application for historic review. The project consisted of an addition of a 6’ x 6’ front porch cover to a single-family, single-story home. This residence is a contributing structure in the West Boulevard Historic District. This property has had substantial alterations in the past, likely rendering it non-contributing to the District. In addition, this porch cover could be removed in the future if efforts were made to restore the structure to its historic architectural appearance. SHPO declined to comment on 10/02/24 since the project was already completed.
10/24/24 – 24CM003/CIHR24-0011 (804 West Boulevard Street) – Project consists of adding one window to the rear of the commercial building (to the east). This is a non-contributing structure is in the West Boulevard Historic District. Several of the original windows have already been replaced in this structure. The window will be 4 feet high by 5 feet wide and will be an Anderson 100 series design made of a Fibrex composite material. The outside trim will be similar to the wood trim of the other existing windows. This window will not be visible from West Boulevard Street. SHPO determined no adverse effect on 10/24/24.
