A request by City of Rapid City to consider an application for a Resolution to Dissolve Tax Increment District #78 for property generally described as being located east and west of Elk Vale Road between E. Highway 44 and the current terminus of East Fairmont Street.

Staff recommends approval of the Resolution to Dissolve Tax Increment District #78.

Staff recommends approving the Preliminary Subdivision Plan with stipulations outlined in the Staff Report.

A request by Black Hills Running Company to consider an application for a Major Amendment to a Planned Development Overlay to allow on-sale liquor in conjunction with a retail store for property generally described as being located at 1130 Omaha Street.

Staff recommends that the Planned Development Overlay to allow on-sale liquor in conjunction with a retail store be approved with stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. A request by El Nevado LLC to consider an application for a Conditional Use Permit to allow on-sale liquor in conjunction with an existing restaurant for property generally described as being located at 510 St. Joseph Street.

Staff recommends that the Conditional Use Permit to allow on-sale liquor in conjunction with an existing restaurant be approved with stipulations outlined in the Project Repor.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

A request by KTM Design Solutions, Inc for Yasmeen Dream LLC to consider an application for a Final Planned Development Overlay to allow a community park for property generally described as being located east of Provider Boulevard north of Hutt Court.

Staff recommends acknowledging applicant's withdrawal of the Final Planned Development Overlay to allow a community park.
