Agenda Item Summary:
In the last Vision Fund cycle, Black Hills Mountain Bike Association applied for $600,000 to go toward a new bike skills park in Rapid City. That funding is available in 2024 so Parks and Rec staff and the newly formed Black Hills Bike Hub (replaced BHMBA) have been planning for the new park in the area south of Founders Park. It has been determined that we would receive the best value product by utilizing the Procedures for Design-Build Procurement of Public Improvement Projects (“Design-Build”). If approved, staff would advertise for interested companies to submit a Statement of Qualifications through a Request for Qualifications. Then, the companies determined to meet qualifications for the project will be invited to submit a Qualitative Proposal through a Request for Proposals. The award to most highly qualified and best value company, as determined through the Design-Build process, will be brought to a future Council meeting. The remaining $75,000 are set aside to construct a sidewalk along Cross St and fences along Cross St and West Omaha St.
