Agenda Item Summary:
This Agreement with the South Dakota Ellsworth Development Authority (SDEDA) would permit construction of a City water main by SDEDA to extend the City’s water system to connect with Box Elder’s water system. This will provide water to identified properties located south of Ellsworth Air Force Base whose wells have been affected by excessive concentrations of PFOS and PFOA. In exchange for SDEDA’s construction of City water infrastructure, among other things, the City agrees to accept the infrastructure into the City's system and provide free water to 37 identified properties for domestic use for a period of 20 years, or until the property is transferred, whichever occurs first. This agreement is limited to the 37 properties described in Exhibit 2, of the agreement. Any future, expansion of water service by SDEDA to additional properties found to be affected by PFOS or PFOA chemicals, would require approval from City Council, with terms and conditions negotiated at that time with SDEDA. The water infrastructure SDEDA will be constructing for the City of Rapid City consists of 8,659 linear feet of 16-inch diameter water main, estimated value of $3,000,000. The water main will be constructed within or adjacent to the corporate boundaries of the City and is being installed within the future low-level water service area for the City. Additionally, the water main will provide increaed system redundancy and water quality through looping of the water system. This agreement is the culmination of several months of collaboration between SDEDA, Ellsworth Airforce base, the City of Box Elder, and the City of Rapid City to collectively develop a solution that regionally works for all parties.
