Agenda Item Summary:
The east side of the proposed Prairie Meadows South Subdivision is adjacent to the future N. La Crosse Street as shown on the Major Street Plan. As part of subdividing, the applicant is required to construct N La Crosse Street to City standards. Staff has approved the request to waive the installation of water main, sanitary sewer, street light conduit, curb & gutter (along the east side of N. La Crosse Street) and reduced the required pavement width from 36 feet to 20 feet. As a result of the approval to waive these improvements, the only remaining improvements which are required is curb & gutter along the west side of N. La Crosse Street, 20 feet of pavement, any required storm sewer and any necessary grading to construct these improvements. Applicant is requesting to have the requirement to install these remaining improvements be waived. It should be noted that these improvements aren’t required until Phase 5 as shown on the attached phasing plan and construction hasn’t yet started on Phase 1. Staff is also aware that easement or right-of-way acquisition is likely necessary in order to construct these improvements. Staff will work with the neighboring property owner if necessary to acquire the easements and/or right-of-way needed to facilitate the installation of these improvements prior to Phase 5.
