Agenda Item Summary:
A request was received in the Engineering Office on May 12, 2023 requesting the requirement to install sidewalk along Mount Rushmore Road per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Mount Rushmore Road, a four lane Principal Arterial on the City’s Major Street Plan at the time of building permit, with the property having approximately 280 feet of frontage along Mount Rushmore Road. The requested variance will allow for the construction of a new convenience store on the property without the installation of sidewalk in the adjacent right-of-way. Mount Rushmore Road is a rural street section with ditches for drainage and is void of pedestrian access routes in this area.
There is one option for sidewalk, install five-foot wide sidewalk one-foot inside the right-of-way from the property line. Given the rural nature of the highway and no sidewalks nearby with the exception of Moon Meadows Drive, Public Works recommends approval of the sidewalk variance request.
