Agenda Item Summary:
Staff proposes to seek proposals for a Maintenance Facilities Master Plan (Plan). The Plan will provide a path forward for the City on a multi-Departmental level. The Plan will look at Maintenance in three distinct areas: Fleet Maintenance, Facility Maintenance (buildings and grounds), and Operational Maintenance. Maintenance activities can be more cost effective and better meet the needs of the City by consolidating and centralizing maintenance activities and management. This is a first step in the process of centralizing maintenance services activities for the City. The Plan is anticipated to be completed over the next 18-24 months. Key items to be addressed in the Plan will be:
• Identification of and coordination with stakeholders/users across Public Works as well as other City Departments,
• Identify structure and organization for maintenance and identify the types of facilities that will be needed to accomplish the overall maintenance vision for the City including a parts inventory strategy,
• Identify funding levels (cost of service) for staffing, capital (short and long term), and startup,
• Coordinate with the City CMMS (Cityworks) Implementer/Integrator consultant, and
• Evaluation of where City maintenance facilities should be located and the services provided at each facility to best meet the needs of the City users.
Selection of the firm to provide the services will be in accordance with the City of Rapid City’s Consultant Selection Policy. The project is funded by the Infrastructure Fund and is estimated to be $750,000.00.
