A request was received in the Engineering Office on April 3, 2023 requesting the requirement to install sidewalk along Pacific Lane per City of Rapid City Ordinance 12.08.060 be waived. In March of 2023, a Preliminary Subdivision Plan application was received in the Community Development Department to subdivide a 0.523 acre property in Pleasant Hill Addition Subdivision into two parcels. The property is located outside of City limits but within the City’s three-mile platting jurisdiction. Pacific Lane is a local street with asphalt pavement and no curb & gutter. There are no sidewalks present on the street. All public street improvements have been administratively waived by staff as part of the platting process. However, City Ordinance 16.16.050 requires sidewalks to be installed for lots within the three-mile platting jurisdiction; in this case approximately 109 feet of sidewalk. The nearest sidewalks are located in Twilight Drive, approximately 415 feet to the north.
Due to the rural road street section and no sidewalks within the immediate vicinity of the property, staff recommends approving the variance.
