Agenda Item Summary:
A request was received in the Engineering Office on February 9, 2023 requesting the requirement to install sidewalk along Country Road and Haines Avenue per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Country Road and Haines Avenue at the time of building permit. The adjacent Country Road is a two lane, paved street section with no sidewalks and topographical conflicts. Public Works recommends approval of the Country Road sidewalk variance request. Haines Avenue is an urban roadway with curb and gutter and sidewalk is installed intermittently. The City has required properties to build sidewalk along Haines Avenue in this general location with the Haines Avenue Apartments and Dollar General being most recent. The installation of sidewalk for this property will help to provide continuous pedestrian access along the east side of Haines Avenue.
Staff recommends approval of the sidewalk variance request for Country Road and denial of the sidewalk variance request for Haines Avenue.
