A request was received in the Engineering Office on January 16, 2023 requesting the requirement to install sidewalk along Long View Road per City of Rapid City Ordinance 12.08.060 be waived. In December of 2022, a Preliminary Subdivision Plan application was received in the Community Development Department to subdivide a 1.38 acre property in Pleasant View Subdivision into two parcels. The property is located outside of City limits but within the City’s three-mile platting jurisdiction. Long View Road is a Minor Arterial on the City’s Major Street Plan. It is currently a two lane rural street section with ditches for drainage. The road is going to be resurfaced and widened, along with Rapid Valley Sanitary District water and sewer mains being installed as part of the 2023 Apple Valley Subdivision project. Pennington County, who maintains the road, would like it to remain a rural street section with ditches. As a result of this, all public improvements for the subdivision have been administratively waived. However, City Ordinance 16.16.050 requires sidewalks to be installed for lots within the three-mile platting jurisdiction. The nearest sidewalks are located one-half mile west in the Murphy Ranch Estates Subdivision.
Due to the rural road street section and no sidewalks within the immediate vicinity of the property, staff recommends approving the variance.
