Amendment #1 evaluated landfill cell progression and existing gas system to determine the most cost effective way to proceed with the project. Amendment #2 develops construction plans and bidding documents to complete the recommended action (construction of Cell 15 liner and leachate collection system, gas collection and control system (GCCS) for Cells 16 and 18, and replacement of the existing flare.)
