Per Section 2.6 of the Infrastructure Design Criteria Manual (IDCM), a single access can only serve 40 dwelling units unless an exception is approved by City Council. A revised phasing plan was submitted for review. The revised phasing plan modifies the request to allow Phase 1 of Highpointe Ranch North to proceed (see exhibit). Approval of this exception will result in approximately 48 dwelling units with a single access along Cloud Peak Drive. The applicant has also indicated a temporary access road will be constructed serving as emergency access into and out of Phase 1 until the rest of the subdivision is completed. With the revised information, staff recommends approval of the request.
