Agenda Item Summary:
City Staff applied for, and was awarded a 2022 Bridge Improvement Grant (BIG) Preliminary Engineering (PE) funds for preliminary engineering work on the Chapel Lane Bridge. This structure is located on a collector street with an average daily traffic (ADT) of 4,700, which includes local, commercial and school bus traffic. Located on the west edge of Canyon Lake, the bridge serves as the solitary access for over 500 parcels, including a mix of residential and commercial properties. As part of the PE contract, the Consultant shall complete a cost/benefit analysis to determine if a rehabilitation or replacement project is more advantageous. The recommended alternate will also be required to address construction phasing as it must remain open to single lane traffic at all times during construction. The recommendation from the PE report may be used to apply for a future BIG for the rehabilitation or replacement of the structure.
Per the agreement, the SDDOT will hire the consultant (of City’s choosing) and will directly pay the Consultant for all project costs. The SDDOT will be responsible for 80% of eligible project costs, not to exceed $56,200. The City will reimburse the SDDOT for 20% of eligible project costs up to the max BIG amount is reached, and 100% of remaining project costs. Funding source for this project is CIP-Streets.
