Lloyd Companies is currently developing a 168 unit apartment complex on the north side of Catron Boulevard near the intersection with Wellington Drive. Infrastructure Design Criteria Manual (IDCM) Section 3.5.4 states “water mains shall be extended across the full frontage of each parcel to be served”. The applicant is proposing to construct public water main in the SDDOT right-of-way to just past the northeastern terminus of the reconstructed service road, with a private water main then serving the development. The applicant submitted an Exception Request to Public Works to waive the requirement to not extend the water main across the full frontage on August 3, 2020. The Exception Request was approved by Public Works on August 13, 2020 with the stipulation that in lieu of constructing water main across the entire frontage, the 8-inch main shall be constructed in an existing 38-foot wide access and utility easement to the south property line of Tract 3 of Par Subdivision; approximately 500 feet of water main. When Tract 3 develops, that property will then have access to water. The water main could then be extended east in the section line right-of-way back out to Catron Boulevard. If Public Works had denied the Exception, approximately 1,300 feet of water main would be required to be constructed. On August 17, 2020 the applicant submitted an appeal of the stipulation. Public Works recommends denial of this request.
