Agenda Item Summary:
On April 2, 2020 the applicant submitted a Layout Plan to request comments to subdivide two Medium Density Residential zoned lots into 10 lots for the purpose of developing multi-family housing. The proposed development will create 150 residential units. The lots front Valley Drive for approximately 900 feet. Valley Drive is classified as a collector street in the City’s Major Street Plan and is a rural street section with ditches to accommodate drainage and 21 feet of pavement. The Infrastructure Design Criteria Manual (IDCM) Figure 2-1 minimum requirements for a collector street are 24 feet of pavement and curb and gutter. City policy requires improvement of adjacent existing streets when subdividing. The applicant submitted an Exception Request to Public Works to waive the requirement to not make improvements to Valley Drive on May 22, 2020. The Exception Request was denied by Public Works on June 8, 2020; see attached Exception. On June 8, 2020 the applicant submitted an appeal request. Public Works recommends denial of this request.
