Agenda Item Summary:
Per Section 2.6 of the Infrastructure Design Criteria Manual (IDCM), a single access can
only serve 40 dwelling units unless an Exception is approved by City Council. This appeal request
is to allow 52 dwelling units with a single access, of which 49 units are proposed on the subject
property.
The applicant submitted an Exception Request to Public Works to allow for 52 dwelling
units with one point of access on May 28, 2019. The Exception Request was denied by Public
Works on June 14, 2019; see attached Exception Request. The IDCM and the Rapid City Fire
Department require a minimum 1,000 gallons per minute (gpm) of fire flow in the water system.
Preliminary modeling by Public Works staff indicate a fire flow of approximately 380 gpm at the
terminus of the proposed cul-de-sac in the development as shown on the applicant’s master plan;
see attached Fire Flow Summary. As currently presented, staff cannot support the Exception.
On June 17, 2019 the applicant submitted an appeal request.
