Agenda Item Summary:
On September 14, 2018 the applicant submitted a Request for Exception to Sections 2, 3.5.4 and 3.5.5 of the City of Rapid City Infrastructure Design Criteria Manual (IDCM) to waive the requirement to install dual water mains, sewer main, 36 foot wide pavement, curb, gutter, sidewalk, handicapped ramps and street light conduit within the Reservoir Road right-of-way north of the intersection of future Homestead Street. The Exception Request was submitted in anticipation of a future phase of Homestead Subdivision being platted. The request is for approximately 1,000 feet of Reservoir Road. Note that the applicant is proposing to improve Reservoir Road for approximately 300 feet south of the intersection of future Homestead Street. Reservoir Road is classified as an arterial street in the City’s Major Street Plan and is a rural street section with ditches to accommodate drainage and 30-35 feet of primarily gravel and some fragmented pavement. The Infrastructure Design Criteria Manual (IDCM) Figures 2-1 and 3-1 minimum requirements for an arterial street are 36 feet of pavement, curb and gutter, dual water mains, sewer main, sidewalk and street light conduit. Note that the City cannot require a developer to install a second, dual water main. The Exception Request was denied by Public Works on October 1, 2018; see attached Exception Request Denial. On October 5, 2018 the applicant submitted an appeal request. Public Works recommends denial of this request.
