Agenda Item Summary:
A request was received in the Engineering Office on August 17, 2018 requesting the requirement to install sidewalk along Emerson Lane per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Emerson Lane at the time of building permit, with the property having approximately 460 feet of frontage along Emerson Lane. The requested variance will allow for construction a of truck repair shop on the property without the installation of sidewalk in the adjacent Emerson Lane right-of-way. Adjacent Emerson Lane is a two lane local street with curb and gutter and void of sidewalk. There are several developed properties in the vicinity of the property along Emerson Lane and Dane Lane that are also void of sidewalk. The newly reconstructed Seger Drive approximately 850 feet to the north has sidewalk installed on the north side of the street. The property has an urban street section and topography to support the installation of sidewalk.
There is one option for sidewalk; install five-foot wide sidewalk one foot inside the right-of-way.
Public Works recommends denial of the sidewalk variance request. The Rapid City Council has the authority to order in sidewalk at any time.
