Agenda Item Summary:
Rapid City Area Schools are constructing drainage improvements at Meadowbrook Elementary. The project includes reconstruction of two existing courtyards at the school and installation of storm sewer to collect water from roof drains in the courtyards and east, south and west sides of the school. The reconstructed courtyards will have pervious artificial turf installed which will improve the quality of stormwater runoff from the property. Storm water from the school currently flows into inlets which are connected to a box culvert which discharges into Rapid Creek along with overland flows that discharge at the same location. The proposed storm sewer will discharge at the same location as the existing box culvert. The discharge location and approximately 50 feet of storm sewer pipe are on the City-owned Meadowbrook Golf Course located in the Rapid City Greenway Tract. The City property where the construction will take place will be stabilized and re-vegetated following completion of construction. The construction plans have been reviewed and approved by the City Parks Division.
The City needs to grant a temporary construction easement to the School District for this work. The easement will be effective until December 31, 2018.
The City needs to grant a permanent storm sewer easement to the School District for the storm sewer located on City property.
