Agenda Item Summary:
A request was received in the Engineering Office on May 2, 2018 requesting the requirement to install sidewalk along Pinedale Heights Drive per City of Rapid City Ordinance 12.08.060 be waived. A 4’ wide sidewalk is required to be constructed along Pinedale Heights Drive at the time of building permit, with the property having approximately 150’ of frontage. The requested variance will allow for the construction of a single family residential house, without the installation of sidewalk in the adjacent right-of-way.
Adjacent Pinedale Heights Drive is a local residential street, with no sidewalk and has a rural pavement section with ditches to accommodate drainage. Pinedale Heights Drive serves a developed residential area with all lots void of any sidewalk and not graded for sidewalk installation. A connected sidewalk corridor is unlikely unless the City Council should order in sidewalk for the street as future building permits are not anticipated as adjacent lots are already built on. The nearest sidewalk is located in West Main Street approximately ½ mile away.
The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
