Agenda Item Summary:
A Final Planned Development application was received by the Department of Community Development on January 12, 2018 by the South Dakota Game, Fish and Parks Department to allow construction of a hunter education building, archery range and parking lot (City File 18PD001). The improvements are planned to be located on property owned by the State of South Dakota at the northwest corner of Sturgis Road and Knutson Lane; north of the Outdoor Campus West. The Final Planned Development was approved on February 22, 2018.
Access to the property is off of Knutson Lane. Access will be across the existing driveway approach into the Outdoor Campus. Currently, Knutson Lane is not built to City Standards. A portion of the street is paved with asphalt through a driveway approach to the Hills Materials office; the remainder of the street is gravel. There is also water main in the street from Sturgis Road to the Outdoor Campus driveway. The State is planning on constructing the street to City Standards through their proposed driveway approach with asphalt pavement, curb & gutter, sanitary sewer and sidewalk. They are also extending the public sewer and water to the west to serve the proposed facility.
The City Attorney’s Office has prepared an Infill Agreement outlining the obligations of the State in constructing the public infrastructure improvements and City acceptance of the improvements. The agreement has been signed and notarized by the State.
