Agenda Item Summary:
Authorize staff to advertise for bids for the Cell 18-19 Liner and Leachate Construction to meet SD DENR landfill design criteria to complete next phase of landfill disposal. Work will include to installation of soil removal, liner installation, leachate collection and disposal. Project is required to maintain space for garbage disposal beyond 2018. The Solid Waste staff is working with the finance department to complete a supplemental appropriation of $6,000,000 to cover the cost of construction of the new landfill cell and power line relocation for 2018. In order to assure that adequate space for permitted disposal of garbage is available, the construction of Cell 18-19 will need to be completed in 2018. Therefore, staff is requesting the approval of the Authorization to advertise for bid while the supplemental appropriation approval is scheduled to be approved in February 2018.
