Agenda Item Summary:
A request was received in the Engineering Office on November 4, 2017 requesting the requirement to install sidewalk along Penrose Place per City of Rapid City Ordinance 12.08.060 be waived. A 4’ wide sidewalk is required to be constructed along Penrose Place at the time of building permit, with the property having approximately 460’ of frontage. The requested variance will allow for the construction of a single family residence, without the installation of sidewalk in the adjacent right-of-way. Adjacent Penrose Place is a local street which dead-ends just to the west of this lot, with no sidewalk and has a rural street pavement section with ditches to accommodate drainage. The former house on the lot was demo’ed in 2015. The nearest sidewalk is located in Corral Drive, approximately 1 mile away. All of the surrounding properties are built out and sidewalk on adjacent properties does not seem foreseeable in the conceivable future. A new single family residence is now planned to be constructed on the lot. Given the location of the nearest sidewalk and the surrounding properties being built out, it seems reasonable to allow a variance to the sidewalk requirement. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
