Agenda Item Summary:
The applicant submitted a Preliminary Subdivision Plan for a proposed development located generally west of Anderson Road, south of Winton Street and east of Zamia Street on May 26, 2017. This is the second phase of the subdivision; the first phase was platted in 2007 and the public improvements were accepted by the City in 2009. The proposed development is outside of the City limits of Rapid City, within the City’s three mile platting jurisdiction. Water modeling conducted by the City indicates the available fire flow in the un-looped 8-inch main as proposed results in an available fire flow of approximately 900 gallons per minute (gpm). This does not meet the minimum 1,000 gpm as required in Section 3.9.2 (2) (a) of the City of Rapid City Infrastructure Design Criteria Manual. Constructing the 12-inch loop will result in an available fire flow of approximately 2,170 gpm. The City is taking ownership of the water mains located within and around the Prairiefire Subdivision on or around October 1, 2017. A 12-inch water main going south from Winton Street is included as part of a master utility plan being developed by the City. The approximately 1,300 linear feet of 12-inch water main required from Winton Street to Mondo Street may be eligible for oversize cost reimbursement. The applicant submitted an Exception Request to Public Works to waive the requirement to construct 12-inch diameter water main in Anderson Road on August 16, 2017. The Exception Request was denied by Public Works on September 1, 2017; see attached denial letter. On September 11, 2017 the applicant submitted an appeal request. Public Works recommends denial of this request.
