Agenda Item Summary:
A request was received in the Engineering Office on September 12, 2017 requesting the requirement to install sidewalk along Edwards Street per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Edwards Street at the time of building permit, with the property having approximately 450 feet of frontage along Edwards Street. The requested variance will allow for expansion of the Northern Truck facility on the property without the installation of sidewalk in the adjacent Edwards Street right-of-way. Adjacent Edwards Street is two lane industrial street with no sidewalk and a rural street section with ditches to accommodate drainage. Edwards Street is currently void of pedestrian access routes.
There is one option for sidewalk; install five-foot wide sidewalk one foot inside the right-of-way.
Edwards Street was Eglin Street prior to the re-routing of Eglin to the south as it exists today. Before Interstate 90 was constructed, Edwards Street was an east/west State highway going through Rapid City. The street needs to be reconstructed to City Standards, but it is not on the current Five Year Capital Improvement Plan. Given Edwards Street is an industrial street in a developed area and the lack of pedestrian traffic on the street, it seems reasonable to allow a variance to the sidewalk requirement until the street is reconstructed to City Standards in the future. The rural street section with ditches makes installing a sidewalk problematic. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
