Agenda Item Summary:
A request was received in the Engineering Office on August 25, 2017 requesting the requirement to install sidewalk along Mount Rushmore Road and Catron Boulevard per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Mount Rushmore Road and Catron Boulevard at the time of building permit, with the property having approximately 675 feet of frontage along Mount Rushmore Road and 335 feet of frontage along Catron Boulevard . The requested variance will allow for construction of a new orthopedic and sports medicine institute on the property without the installation of sidewalk in the adjacent Mount Rushmore Road and Catron Boulevard rights-of-way. Adjacent Mount Rushmore Road is a principal four-lane divided arterial street with no sidewalk and a rural street section with ditches to accommodate drainage. Adjacent Catron Boulevard is a principal four-lane arterial street with no sidewalk and a rural street section with ditches to accommodate drainage. Mount Rushmore Road and Catron Boulevard are currently void of pedestrian access routes.
There is one option for sidewalk; install five-foot wide sidewalk one foot inside the right-of-way.
Given Mount Rushmore Road is a principal four-lane divided arterial street with a posted speed limit of 60 miles per hour; Catron Boulevard is a principal four-lane arterial street with a posted speed limit of 45 miles per hour and the lack of pedestrian traffic in the area, it seems reasonable to allow a variance to the sidewalk requirement until development in the area necessitates construction of pedestrian access along Mount Rushmore Road and Catron Boulevard. There are also several private underground utilities with surface appurtenances (electric & telephone boxes, fiber optic vaults etc.) in the vicinity of where the sidewalk would be constructed. The petitioner is proposing to construct sidewalk adjacent to the Caregiver Circle cul-de-sac. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
