Agenda Item Summary:
A request was received in the Engineering Office on 5/22/2017 requesting the requirement to install sidewalk along Silverleaf Avenue per City of Rapid City Ordinance 12.08.060 be waived. A 4’ sidewalk is required to be constructed at the time of building permit, with the property having approximately 220’ of street frontage on Silverleaf Avenue. The variance would allow for the construction of a single family residence on the property without the installation of sidewalk in the adjacent right-of-way. Note that there is already sidewalk in 4th Street adjacent to the property. Silverleaf Avenue is a local street that exists in only 20’ of right-of-way with an approximate 15’ wide rural pavement section with no curb and gutter and is void of any sidewalk along the east/south side of the road. The existing right-of-way does not have room for construction of a sidewalk within the right-of-way. The City has an identified Capital Improvements Project to improve this portion of Silverleaf Avenue in the coming years. There is a benefit to not installing the sidewalk today and have it installed after Silverleaf Avenue is reconstructed. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
