Agenda Item Summary:

A request was received in the Engineering Office on May 31, 2016 requesting the requirement to install sidewalk along Cliff and Wonderland Drives per City of Rapid City Ordinance 12.08.060 be waived. A four-foot wide sidewalk is required to be constructed along Cliff and Wonderland Drives at the time of building permit, with the property having approximately 105 feet of frontage along Cliff Drive and 50 feet of frontage along Wonderland Drive. The requested variance will allow for construction of a detached garage on the property without the installation of sidewalk in the adjacent Cliff and Wonderland Drives rights-of-way. Adjacent Cliff and Wonderland Drives are local streets with no curb and gutter and ditches to accommodate drainage. Cliff and Wonderland Drives are currently void of sidewalk. The nearest sidewalks are located on Park Drive, over one-half mile from the subject property via Wonderland Drive and Crocus Lane. All of the surrounding properties are built out and sidewalk on adjacent properties does not seem foreseeable in the conceivable future. There is one option for sidewalk; install four-foot wide sidewalk one foot inside the right-of-way. Given the location of the nearest sidewalk and the surrounding properties being built out, it seems reasonable to allow a variance to the sidewalk requirement. Public Works recommends approval of the sidewalk variance request. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
