Agenda Item Summary:
A request was received in the Engineering Office on 5/12/2017 requesting the requirement to install sidewalk along West Chicago Street and Vale Street per City of Rapid City Ordinance 12.08.060 be waived. A 5’ sidewalk is required to be constructed along both streets at the time of building permit, with the property having approximately 490’ of street frontage, of that 90’ of frontage is along 32nd Street, 85’ of frontage is along Vale Street and 315’ of frontage is along West Chicago Street. The variance would allow for a parking lot expansion on the property of more than 20% without the installation of sidewalk in the adjacent right-of-ways. Note that there is already sidewalk in 32nd Street adjacent to the property. West Chicago Street is a principal arterial street on the City’s major street plan and is SDDOT right-of-way. The SDDOT intends to reconstruct West Chicago Street adjacent to this property in 2018 including the construction of a 5’ wide sidewalk adjacent to this property. There is a benefit to not installing the sidewalk today and have it installed with the SDDOT project so that it is constructed at the correct elevation and is not disturbed with the upcoming project. Adjacent Vale Street is a commercial, dead-end street with no street connection to West Chicago Street, however the right-of-ways do connect so that a sidewalk connection from Vale Street to West Chicago Street could be made. There is sidewalk on the majority of the surrounding commercial and residential properties. Sidewalk construction in Vale Street appears to be very feasible with little grading work required. The nearest sidewalk is located on the property immediately to the south. Sidewalk on Vale Street adjacent to this property would create a connected sidewalk corridor from Vale Street to West Chicago Street. It should be noted that there are residential houses located one block to the south. Sidewalk connection in Vale Street shall be coordinated with the West Chicago Street project to ensure that the sidewalk connection will be ADA compliant and match grades.
