Agenda Item Summary:
A request was received in the Engineering Office on 4/11/2017 requesting the requirement to install sidewalk along Centre Street per City of Rapid City Ordinance 12.08.060 be waived. A 5’ sidewalk is required to be constructed along Centre Street at the time of building permit, with the property having approximately 220’ of frontage along Centre Street. The requested variance will allow for more than a 20% expansion of a storage facility, without the installation of sidewalk in the adjacent right-of-way. Adjacent Centre Street is an industrial street with no sidewalk, and has a rural street section with ditches to accommodate drainage. Sidewalk construction would interfere with the existing drainage ditch in Centre Street and grading is necessary to accommodate the sidewalk installation. No properties along Centre Street to the east have sidewalk. The City Council granted a variance on April 20, 2015 to 530 Cambell Street to not construct sidewalk in Centre Street, located immediately to the west of this lot. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
