Public Works Staff is requesting a one-time waiver of new account fees related to the utility billing software transition. There are 455 accounts that will be affected. These accounts belong to mobile home residents who will be transitioned to garbage only accounts. Several mobile home parks have been notified that the City will no longer be billing individual park residents, but will be billing park owners only. (This change was provided for in ordinance.) The software transition requires that these accounts be closed, and new accounts opened. City ordinances require certain fees for a new account, which add up to $84. Staff believes these residents should not be charged the fees for a new account, as the new account was not requested by them but required by the software transition. Council approval is required to waive the fees.
