Agenda Item Summary:
A request was received in the Engineering Office on November 28, 2016 requesting the requirement to install sidewalk along Skyline Drive per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Skyline Drive at the time of building permit, with the property having approximately 870 feet of frontage along Skyline Drive. The requested variance will allow for expansion of the existing structure on the property without the installation of sidewalk in the adjacent Skyline Drive right-of-way. Adjacent Skyline Drive is a two-lane collector street with a rural section, no sidewalk, and ditches to accommodate drainage. Skyline Drive is currently void of sidewalk. The side slopes adjacent to the street section are steep and would require significant earthwork and/or retaining walls to install a sidewalk. There is one option for sidewalk; install five-foot wide sidewalk one foot inside the right-of-way. Given the existing steep topography which would make the installation of property line sidewalk problematic and costly, it seems reasonable to allow a variance to the sidewalk requirement. Public Works recommends approval of the sidewalk variance request.
