404 Turbine Drive – Lot 1 of Block 5, Rushmore Business Park, Section 4, T1N, R8E, BHM, Rapid City, Pennington County, SD.

A request was received in the Engineering Office on July 26, 2016 requesting the requirement to install sidewalk along Homestead Street and Turbine Drive per City of Rapid City Ordinance 12.08.060 be waived. A 5-foot wide sidewalk is required to be constructed along Homestead Street and Turbine Drive at the time of building permit, with the property having approximately 680 feet of frontage along Homestead Street and 760 feet of frontage along Turbine Drive. The requested variance will allow for construction of a manufacturing facility on the property without the installation of sidewalk in the adjacent Homestead Street and Turbine Drive rights-of-way. Adjacent Homestead Street and Turbine Drive are collector streets with an urban street section and curb & gutter to accommodate drainage. There is existing curbside sidewalk on the adjacent property to the east of the subject property. On the east side of Elk Vale Road there is sidewalk on both sides of Homestead Street. Approximately 800 feet to the west of the property there is sidewalk on both sides of Homestead Street going into the Copperfield Vistas Subdivision. Turbine Drive is void of sidewalk. There are two options for sidewalk; install 5-foot wide sidewalk 1 foot inside the right-of-way or install 6-foot wide curb side sidewalk. Public Works recommends denial of the sidewalk variance request.
