Agenda Item Summary:
A request was received in the Engineering Office on 7/12/2016 requesting the requirement to install sidewalk along East North Street per City of Rapid City Ordinance 12.08.060 be waived. A 5’ property line sidewalk is required to be constructed along this street at the time of building permit, with the property having approximately 125’ of street frontage. The requested variance will allow for a commercial building to be built without the installation of sidewalk in the adjacent right-of-way. This property is the former location of the Horse Shoe Bar, which was recently demolished.
The property has frontage to Century Road and East North Street. Adjacent East North Street is a major arterial street with 60’ of pavement with curb and gutter and storm sewer for drainage. There is also a drainage ditch within a portion of the right-of-way. Sidewalk is constructed within East North Street approximately 350’ to the southwest, adjacent to 1323 East North Street. The building at 651 and 655 North Creek Drive located to the northeast of this property was also to install sidewalk in East North Street as a part of a recent building permit application, however that sidewalk is yet to be constructed. Sidewalk along other undeveloped properties is anticipated at the time of building permit, creating a connected sidewalk corridor. There is also a worn path along East North Street from pedestrians currently walking within the grassed boulevard, indicating a presence of pedestrians using this corridor. The sidewalk can be located within the boulevard approximately 15’ from the edge of the street pavement and eliminate conflicts with the drainage ditch, similar to the sidewalk constructed adjacent to 1323 East North Street.
