Agenda Item Summary:
A request was received in the Engineering Office on July 6, 2016 requesting the requirement to install sidewalk along Clark Street per City of Rapid City Ordinance 12.08.060 be waived. A 5-foot wide curbside sidewalk is required to be constructed along Clark Street at the time of building permit, with the property having approximately 130 feet of frontage along Clark Street. The requested variance will allow for construction of a proposed home on the property without the installation of sidewalk in the adjacent Clark Street right-of-way. Adjacent Clark Street is a local street with an urban street section and curb & gutter to accommodate drainage. There is existing curbside sidewalk directly across the street and on both sides of the street immediately east of the property. Further east and north there is property line and boulevard sidewalk. The area adjacent to the property was re-subdivided in the 1950’s, creating an atypical section of right-of-way, making property line sidewalk impractical. There is no sidewalk to the west and south of the property.
There is one option for sidewalk; install 5-foot wide curbside sidewalk. Public Works recommends denial of the sidewalk variance request.
