Agenda Item Summary:
A request was received in the Engineering Office on 4/27/2016 requesting the requirement to install sidewalk along Seger Drive per City of Rapid City Ordinance 12.08.060 be waived. A 5’ property line sidewalk is required to be constructed along this street at the time of building permit, with the property having approximately 220’ of street frontage. The requested variance will allow for an industrial building to be built without the installation of sidewalk in the adjacent right-of-way.
Adjacent Seger Drive is a minor arterial street with 36’ of pavement with curb and gutter and storm sewer for drainage. Currently for this segment of Seger Drive some of the lots that have structures built on them have sidewalk constructed including 3720 Seger Drive located approximately 700’ to the east and 3810 Seger Drive located approximately 1200’ to the east, of which both are located on the north side of the road. Also 2331 Dakota Craft Drive located 800’ to the west has sidewalk constructed. Surrounding properties to the north and west are not built on today and construction of sidewalks on these lots would be required at the time of building permit, creating a connected sidewalk corridor. The lots that are constructed along this portion of Seger Drive void of sidewalk were constructed before the ordinance required sidewalk installation in industrial areas. There does not appear to be any topographic constraints that will complicate the installation of sidewalk. As Seger Drive is an arterial street, higher travel speeds are anticipated and it is important to provide pedestrians a corridor away from traffic. A building permit was obtained for this industrial building in 2014 and the site plan submitted with the building permit showed sidewalk installation.
