Agenda Item Summary:
On Tuesday, December 26 2023, City received notice of an explosion in the basement at the residence of 919 N. 7th Street, Rapid City. Our Inspectors noticed that the explosion resulted in significant damage to the structure with damage to both the foundation system and walls leaving the structure unsound and at risk of collapse, creating significant life safety issues with continuing occupancy, as more fully noted in the Order of Condemnation attached as Exhibit A. The residential structure at 919 N. 7th Street has been under a “Do Not Occupy” order since 1/2/2024. Vandals and vagrants have removed and/or damaged fencing to prohibit entry into the structure, and the structure has become an active nuisance. This building is uniquely situated on the lot, such that is very close to neighboring structures, as shown in Exhibit B. City personnel attempted to work with the homeowners and their insurance to demolish the unsafe residential structure. The owners did not act, and there is no indication that they will do so. City’s notices to owners comply with City ordinance and state law, attached as Exhibit A. City has solicited three quotes for this special project, and has received one response attached as Exhibit C. Due to the closeness to neighboring structures, and the unique nature of demolishing the structure in a safe manner, staff seeks approval to hire MMI LLC to achieve demolition of the structure at 919 N. 7th Street prior to December 31, 2024.
