Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of the property at 3008 Spring Brook Road from Low Density Residential District 1 (LDR-1) to Public District (P). The property is located at the northeast corner of the intersection of Sheridan Lake Road and Spring Brook Road and is comprised of 1.38 acres of undeveloped land. The Future Land Use designation of the property is Low Density Neighborhood, which lists the Public District as a secondary zoning district. A portion of the subject property is within the floodplain. The City of Rapid City Public Works Department contracted with a consultant to identify an appropriate location for a new booster station and the subject property was identified as the most appropriate location based on site access and development, land acquisition, water distribution, and future expansion potential. The Public District provides for facilities which serve the general public, including those operated by a municipality, and utilities are a permitted use in the Public District to aid in the development of efficient systems. Floodplain impacts will be taken into consideration when developing the site and a floodplain development permit will be required. There are no foreseen impacts to the floodplain at this time.
