Update: (1/16/2025): Applicant has submitted the necessary signatures and staff recommends to approve with stipulation. Update (01/02/2025): This item was continued at the December 5, 2024 Planning Commission Meeting to allow the applicant to secure all of the required signatures on the application form. The applicant has yet to obtain the necessary property owner signatures. If the signatures have not been obtained by the January 9, 2025 Planning Commission Meeting staff will update the Planning Commission at the meeting. The applicant has submitted a Preliminary Subdivision Plan to create three residential lots on the property currently addressed as 390 Creek Drive and on the north adjacent unplatted balance. The proposed development will be known as Lot 1 of Block 3 and Lots 2 and 3 of Block 2 of Shepherd Hills West Subdivision and the lots will be 1.27 acres, 3.47 acres, and 12.89 acres in size, respectively. The subject properties are located northeast of Creek Drive and Viewfield Avenue and south of E. Philadelphia Street. The property currently addressed as 390 Creek Drive is developed with a single-family dwelling, a detached garage, two outbuildings, and mobile construction trailers. The north adjacent property is developed with mobile construction trailers. The applicant intends to remove all structural development prior to platting and develop the properties as a mobile home park. A Preliminary Subdivision Plan is a tentative plan of a proposed subdivision requiring the installation of public improvements. Approval of a Preliminary Subdivision Plan by City Council is required before an applicant can proceed with Development Engineering Plans and a Final Plat application for all or part of the area within the Preliminary Subdivision Plan application.
