Agenda Item Summary:
The property owner at 809 South Street, Peter Schmid, is requesting to add a 4th floor addition to a contributing historic commercial office building. Proposal #2 adds 3 apartments to a 4th Floor rooftop addition. Please see the proposal renderings #1 and #2, elevations, application documents, and the official response from the State Historic Preservation Office (SHPO). The Historic Preservation Commission and SHPO have determined it’s an adverse effect and that alternatives have not been adequately considered. By State Law, the City has the final decision on issuing permits for historic property. If the City issues a permit for a project that will adversely affect a historic structure, the governing body must make a written determination based upon the consideration of all relevant factors, that there is no feasible and prudent alternative to the proposal, and that the project includes all possible planning to minimize harm to the historic property.
