Agenda Item Summary:
The applicant submitted a Rezoning request to change the zoning designation of a 38-acre parcel of land located east of Reservoir Road and north of Bridge Drive from No Use District to Low Density Residential District 1. The property is undeveloped and is located outside of the City’s Urban Services Boundary, but it is within the Rapid Valley Sanitary District. Provisions for water, sewer, streets, drainage and other utilities deemed appropriate will be made during the platting process of future development. The property is currently zoned Suburban Residential by Pennington County. Pennington County’s Future Land Use Plan designates this site as Suburban Residential. The City’s Future Land Use identifies the subject property as appropriate for Low Density Neighborhood development. The subject property does not hinder orderly growth, create health or safety issues, or an inequitable tax base. The proposed annexation meets the annexation requirements codified in State Law and set forth in local ordinances and policies. Single-Family residences are a permitted use in the Low Density Residential 1 District. Prior to the submittal of a Final Plat application, the subject property must be rezoned in compliance with the City’s Comprehensive Plan. In addition, a Final Planned Development Overlay application must be submitted for review and approval to address some of the proposed lot sizes within the development.
