Agenda Item Summary:
The applicant submitted a Rezoning request to change the zoning designation of a 40-acre parcel at 4600 Mount Rushmore Road from General Agricultural District to Low Density Residential District 1. The western portion of the subject property is accessed by a shared access road extending east from Mount Rushmore Road, and the eastern portion of the subject property is accessed at the terminus of Ranchester Street. Both streets are classified as local streets. Most of the subject property is currently void of structural development, with the exception of a small house and accessory structure near the western entrance. The Future Land Use Plan identifies the appropriate use of the property as Low Density Neighborhood. The Low Density Residential District 1 is consistent with the Low Density Neighborhood land use designation. Future development will require subdivision. Through the platting process, provisions for water, sewer, streets, drainage and other utilities deemed appropriate must be provided. An associated Preliminary Subdivision Plan (File# 23PL048) was approved on July 17th, 2023, to create Lot A and Lots 1-4 of Zion Subdivision. The plan identifies Lot A as a 10.2 acre lot on the eastern portion of the subject property, with access from Ranchester Street. Lots 1-4 range from 4.7-12.9 acres each, and they are accessed by a proposed Mount Rushmore access road extension and cul-de-sac. Single-Family residences are a permitted use in the Low Density Residential 1 District. Prior to the submittal of a Final Plat application, the subject property must be rezoned in compliance with the City’s Comprehensive Plan.
