Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of a portion of the property currently addressed as 7380 Muirfield Drive from No Use District to Low Density Residential District 1. On April 3, 2023, City Council approved Preliminary Subdivision Plan (#23PL014) to create three residential lots and one commercial lot. It was stipulated as part of that approval that prior to the submittal of a Final Plat application, the property must be annexed into the City of Rapid City. If an annexation is approved, the property will be zoned No Use District and must be rezoned to an appropriate zoning designation within 120 days. The applicant has submitted a Petition for Annexation (#23AN003) as required which will be heard in conjunction with this rezone. This application is to rezone the proposed residential lots otherwise to be known as Lots A, B, and C of Red Rock Shadows No.2 Subdivision. This area is 4.7 acres in size and currently contains a single-family dwelling. As per §17.50.270.I of the Rapid City Municipal Code, hard surface improvements on driveways must begin at the street or curb line and either extend to the garage or parking slab or a minimum of 50 feet. The existing driveway accessing the single-family dwelling is gravel and is considered legal-non conforming in the County and will not be affected as part of this application.
