Agenda Item Summary:
The applicant has submitted an Annexation request for a 38-acre property located east of Reservoir Road and north of Bridge Drive. The subject property is undeveloped and contiguous to the Rapid City Corporate limits. Chapter 16.04.090 requires that property adjacent to the City limits be annexed prior to submission of a Final Plat application. The City Council approved Preliminary Subdivision Plan (#23PL069) to create 156 residential lots and two drainage lots on the subject property. The proposed lots will range from 0.1 acres to 0.99 acres in size, and it will be called Ennen Subdivision. Reservoir Road is currently a rural street section with a gravel surface and is located within a 66-foot wide Section Line Highway. Through the platting process, Reservoir Road is required to be constructed to arterial highway standards, with a minimum 100-foot wide right-of-way, and constructed with a minimum 36-foot wide paved surface, curb, gutter, sidewalk, street light conduit, water, and sewer. The property is currently zoned Suburban Residential by Pennington County. The City’s Future Land Use identifies the subject property as appropriate for Low Density Neighborhood development. Once annexed, the property will be zoned No Use District. The applicant has submitted an associated Rezoning application to change the zoning of the property from No Use District to Low Density Residential District 1 (File # 23RZ019).
