Agenda Item Summary:
The property owner of 1021 Kansas Street and their contractor erred in commencing work for a project without a historic review and permit from the City. The property is a contributing structure in the West Boulevard Historic District. A majority of the historic wood siding on the home has been removed and replaced with an alternative product which does not match the historic appearance in material, size, or texture. By State Law, the City has the final decision on issuing permits for historic property. If the City issues a permit for a project that will adversely affect a historic structure, the governing body must make a written determination based upon the consideration of all relevant factors, that there is no feasible and prudent alternative to the proposal, and that the project includes all possible planning to minimize harm to the historic property. The Historic Preservation Commission reviewed this project at their meeting on October 26, 2022. The Commission emphasized that had they reviewed the project before the work began they would not recommend the work that is occurring. They agreed with the SHPO that the project is an adverse effect based on the Secretary of the Interior’s Standards.
