The applicant has submitted a Conditional Use Permit to allow a carport at 3917 Hampton Court. The property is comprised of 0.19 acres of land zoned Low Density Residential District and currently consists of a single-story home with an attached garage and a storage shed. The single-family dwelling is 816 square feet in size and the attached garage is 432 square feet in size, both of which were built in 1984. The shed is 288 square feet in size and was built in 2014. The applicant is proposing to construct an attached carport extending south of the existing garage that will be 264 square feet in size. The applicant has indicated that the carport will be constructed with a gable roof supported by eight-foot-tall wooden posts. The roof of the carport will be set a foot lower than the roof of the existing garage and will be shingled to match the residence. Chapter 17.04.315 of the Rapid City Municipal Code states that in no event shall the size of the building footprint of the private garage(s) exceed the footprint of the dwelling unit(s). Any private garage exceeding the maximum size shall be allowed only as a Conditional Use Permit. The proposed cumulative size of all buildings dedicated to parking or storage is 984 square feet which exceeds the footprint of the dwelling unit by 168 square feet and therefore requires a Conditional Use Permit
