The applicant has submitted a Conditional Use Permit to allow the on-sale of beer and wine in conjunction with an existing restaurant at 510 Saint Joseph Street. The subject property contains a two-story mixed-use building built in 1931 and is a contributing structure in the Rapid City Commercial Historic District. The ground floor of the building contains a restaurant named El Nevado and the second floor consists of six apartment units. The building is approximately 3,500 square feet in size with a gross floor area of 7,000 square feet. No interior or exterior changes are being proposed as part of this application. The operating hours are 11 am to 8 pm Monday through Saturday. On March 4, 2010, the Planning Commission approved a Conditional Use Permit to allow an on-sale liquor use establishment in conjunction with an existing restaurant named Curry Masala. Chapter 17.50.030 of the Rapid City Municipal Code states that a Conditional Use Permit shall automatically expire if the primary use for which it was granted has ceased for a period of 2 years or more. The previous on-sale liquor use approved for this property ceased in 2010.
