Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of 727 South Street from Medium Density Residential District to General Commercial District. The subject property consists of a historic single-family dwelling known as the Valentine McGillycuddy house. The two-story home was built in 1887 and is currently being restored by Historic Rapid City which is a non-profit organization dedicated to preserving Rapid City’s historic sites and landmarks. Upon completion of the building restoration, it will be a house museum where it may be used as a venue for weddings, book signings, lectures, meetings, and small gatherings for various organizations. In addition, the McGillycuddy house will be an exciting field trip opportunity for students and teachers when studying local history. School tours of the home will focus on local history, continuity, change, and the impact of individuals in the community. The museum is also proposed to be the home of Historic Rapid City which will assist people with inquiries such as researching their house style and history, researching early Rapid City family histories, and facilitating the acquisition of collections. By bringing the home’s past to the present, scholars, historians, tourists, and the population at large will benefit from its use as a public space. The requested rezoning would ensure that the property could be used to its full potential by accommodating museum and office land uses. The applicant should be aware that a building permit must be secured prior to initiation of the proposed change in uses to ensure that parking and screening is in compliance with the Rapid City Municipal Code.
